In the real world, stock splits are a matter of choice for the company. Note Berkshire Hathaway.

In the game, it's a matter of balance. You're limited to $1 of dividend per share per month, so the number of shares traded needs to scale relative to your company's value. Otherwise, a player could manually split down to $0.01 per share, then dividend out his company's entire cash balance in a single turn and sell out. With the stock price held to a $5-20 range, dividends are held to no more than 20% of the company's market cap per month.

why does the goverment control the natural resources?
I think they shoulkd be given to the componys and we could drill for oil and mine for iron ore.
